Department of Business and Innovation Victorian Fibre Strategy

Mingara has been engaged by the Victorian Department of Business and Innovation (DBI) as Technical Adviser for the Victorian Fibre Strategy [VFS].

Working with a range of stakeholders, Mingara will assist in the development of this whole of Government program, including the implementation of strategic elements.

The scope includes the provision of advice and/or assistance regarding to the following:

  • Technical merit and innovation;
  • Meeting the demand for high capacity fibre services;
  • Technical specifications;
  • Cost modelling of reference designs;
  • Commercial viability, including risks and risk mitigation strategies;
  • Commercial negotiations;
  • Project management;
  • Due diligence on the Government's fibre policy/program; and
  • Post development/implementation and project review. 

 

Regional Rail Link (RRL) Project – Victoria

In December 2011, UGL Limited announced the signing of a contract with the Victorian Department of Transport's Regional Rail Link Authority to provide train control, signalling, telecommunications and passenger information systems for the Regional Rail Link (RRL) project. RRL is a major new rail line in Victoria that separates regional trains from metropolitan trains, increasing capacity and reliability within the Victorian rail system.

Mingara is the Communications Design and Technology Advisers for UGL. Mingara has already had a major role in the design (incl. input to the construction and management plans) of the fibre optic cable and train radio components of the RRL project.

Mingara's involvement also includes advising with regard to risks and opportunities, future proofing, innovation, value engineering and participating in technical workshops with key stakeholders.

Mingara has worked with the RACV to develop a Unified Communications Strategy (UCS).

The UCS addresses –

• WAN data carriage services and infrastructure, including corporate and public internet links, and extranets;

• Voice carriage services and infrastructure (fixed and mobile) as well as the contact centre environment (i.e. Computer Aided Dispatch, ACD and PABXs);

• Retail and hospitality environments (including RACV Club and Resorts);

• Wireless access communications;

• Remote access to the RACV corporate LAN and applications;

• Voice-conferencing, messaging and facsimile;

• Security (of telecommunications services); and

• Business continuity of telecommunications services.

 

Emergency Alerting For Communities

In 2009 Mingara was appointed technical advisers to the Victorian Department of Justice for both the "Emergency Alert" and "Location Based Telephone Emergency Warning Capability" projects. The Victorian Department of Justice (DoJ) manages the project on behalf of the various State emergency services. DoJ reports to the Federal Government (including COAG) with respect to these projects.

The "Emergency Alert" and "Location Based Telephone Emergency Warning Capability" projects are designed to significantly improve community safety through early warning and emergency updates.

 

Digital Train Radio System (DTRS) - Victoria

In 2005 Mingara was appointed as the technical adviser by the Victorian Department of Transport (and VicTrack) to assist in the establishment of a new digital train radio system for the Melbourne metropolitan trains.

Mingara was not only instrumental in acquiring the 1.8GHz radio spectrum required to implement the DTRS, but also facilitate procurement of the spectrum for every metropolitan railway in Australia.

Mingara developed the reference design, risk adjusted cost model, business case, user requirements, EOI and RFP specifications. Mingara assisted with the tender evaluation, contract negotiations, contractor design reviews and project management.

The DTRS employs GSM-R technology, which will provide enhanced voice and data communications with train and track personnel, and is also be capable of introducing "in-cab" signalling in accordance with the EIRENE standards.

 

Statewide Integrated Public Safety Communications Strategy (SIPSaCS) - Victoria

In 2000 Mingara co-authored the first multi-agency communications strategy for Public Safety in Victoria. The Strategy dealt with all aspects of key operational communications, ranging from computer aided dispatch to incident management communications.

The strategy was well received by the Emergency Services Organisations and has realised over $600M in related projects and services.

The SIPSaCS Strategy has now expired and Mingara was engaged by the Victorian Department of Justice to prepare a new "Five Year Vision" for Public Safety communications. This vision has now been endorsed and a "Master Plan" for its implementation is being developed.

 

South Australian Government AGD (Justice Business Services) – Public Safety Communications Optimisation Project

In 2008 Mingara was appointed the lead technical adviser to the South Australian Public Safety Communications Optimisation Project (PSCOP). The scope of this project included a review of the SA Government Radio Network (SAGRN) voice sub-network and strategy development for the ongoing optimisation of the SAGRN.

This assignment was made up of ten work packages with the main task being the preparation of an evidence and hazard-based review of the State's communications needs.

 

The work by Mingara facilitated a $150m budget approval to optimise the public safety communications - this work is still progressing.

 

 

Metropolitan Mobile Radio (MMR) Project - Victoria

In 2006 Mingara was appointed by the Victorian Department of Justice as technical adviser to the MMR project. The MMR project is a digital trunked mobile radio system providing voice communications for Victoria Police, Ambulance Victoria and the Metropolitan Fire Brigade (MFB) in the Greater Melbourne area.  MMR is provided under a Public Private Partnership (PPP) arrangement.

 

Mingara developed the reference design, risk adjusted cost model, business case, customer user requirements, EOI and RFP tender specifications and contractual KPIs. Mingara assisted the commercial adviser with the tender evaluation, and provided the Victoria Police and MFB with independent advice during the contract negotiations and implementation phases.

 

Mingara has been appointed as an MMR technical adviser for the Emergency Services Telecommunications Authority (ESTA) and Victoria Police to review capacity and upgrade options.

 

Emergency Alerting System (EAS) - Victoria

In 2006 Mingara was appointed by the Victorian Department of Justice as technical adviser to the EAS project. The EAS project is a 230 site simulcast paging system providing messaging communications for CFA, Ambulance Victoria and Victoria State Emergency Service (SES) personnel and volunteers across Victoria. EAS is provided under a Public Private Partnership (PPP) arrangement.

Mingara developed the EAS reference design, risk adjusted cost model, business case, EOI and RFP tender specifications and contractual KPIs. Mingara assisted in the tender evaluation and provided independent advice during the contract negotiations and implementation phases.

Mingara has been appointed the technical adviser to ESTA on a range of EAS activities, including end-of-contract, upgrade options and capacity reviews.
